To promote the exchange and sharing of language big data and relevant resources among various sectors worldwide, we hereby propose the Initiative, inviting governments, companies, universities and research institutions to jointly build LBDA.

Based on the open and shared platform of big data resources, the Language Big Data Alliance is a global, multi-field and multi-language alliance of scientific research and application. It serves as an open platform for multi-cooperation and resource sharing among governments, enterprises, colleges and universities, as well as research institutions. It aims at providing support for activities such as teaching, practice, scientific research and business development with hundreds of millions of open corpus resources, technological resources, platform resources and others.

An organization may join LBDA on a voluntary basis, regardless of their affiliation or nature of ownership. Board of Directors of LBDA was established by initiators, which shall automatically become directors, to take charge of rules and regulations formulation, project planning, activity organization, financing and external affairs of LBDA. Global Tone Communication Technology Co., Ltd. serves as the Secretariat of the Board, taking charge of routine administration.

(1) Self-discipline: LBDA members are required to seriously learn and follow national policies and guidelines, consciously abide by laws and regulations, and work together to promote the healthy development of LBDA through resource integration and self-discipline;

(2) Cooperation: LBDA members can jointly carry out project cooperation, establish talent training bases, research laboratories and innovation centers, and organize various competitions, actively promoting government-industry-university-research cooperation in various realms;

(3) Resource sharing: LBDA members shall open comprehensive resources such as education and training, production, R&D, equipment and facilities, human resource, job creation and corpuses, and thus realize exchange and sharing of resources on favorable terms;

(4) Joint scientific research: LBDA members have the priority to participate in scientific research projects organized by LBDA or other LBDA members, to enhance professional strength and exchange and share research findings;

(5) Brand building: LBDA members can, through the platform provided by LBDA, integrate the strengths of governments, universities, research institutions and companies to develop branding projects, and promote typical cases;

(6) Communication mechanism: The LBDA general assembly is held on an annual basis, and the board meeting is convened twice a year. The Secretariat will, based on the proposals of LBDA members, hold such meetings in an appropriate way, and from time to time organize activities where LBDA members can discuss major issues that they concern. LBDA members can also share resources and exchange ideas through LBDA website and forums to realize joint development.
